
Tura, October 5, 2026: Garo Hills Autonomous District Council (GHADC) MDC and signatory to the Tripartite Agreement, Bernard N. Marak, has raised serious concerns over the alleged non-conduct of the People’s Plan Campaign (PPC) in Garo Hills and what he described as violations of commitments under the Tripartite Agreement.
In a representation addressed to Meghalaya Deputy Chief Minister and Minister in-charge of Home and District Council Affairs, Prestone Tynsong, Marak alleged that the People’s Plan Campaign, scheduled for October 2, 2026, was not conducted through Gram Sabhas in Garo Hills.

According to Marak, the PPC is intended to ensure people’s participation in identifying development priorities, recording public opinions and incorporating proposals into developmental plans. He alleged that no Gram Sabha was convened in GHADC areas and Blocks on October 2, nor was information disseminated to elected members.
He further alleged that the required proceedings were not uploaded on the PPC portal and called for immediate intervention by the state government to direct the GHADC and Block authorities to conduct the campaign transparently with full public participation.
Tripartite Agreement meeting overdue
Marak also raised concerns over the alleged failure to convene meetings mandated under the Tripartite Agreement.
He stated that, as a signatory to the agreement, he was concerned that the agreement requires meetings to be held every two months to review its implementation. However, he claimed that the last meeting was held on September 26, 2025, with no subsequent meeting convened for more than a year.
Describing this as a serious violation of the commitments under the agreement, Marak urged the authorities to convene the overdue Tripartite Agreement meeting at Tura at the earliest.
In his representation, Marak requested the Deputy Chief Minister to direct the GHADC and Block authorities to immediately conduct the People’s Plan Campaign with full public participation and to convene the overdue Tripartite Agreement meeting at Tura without further delay.
He warned that failure to take immediate steps could compel the concerned stakeholders to seek legal remedies for alleged violations of statutory commitments and agreements.
Copies of the representation have also been forwarded to Union Home Minister Amit Shah, the Joint Secretary (NE) of the Ministry of Home Affairs, the Ministry of Panchayati Raj, the District Council Affairs Department of the Government of Meghalaya, and other concerned authorities.
